Can you chain veiler to a summon effect. such as when tin goldfish is normal summoned and i chain effect veiler, is the effect negated? I kinda half know the answer but im iffy on it.
well once an effect is activated the opponent gets time to choose to respond or not so my answer would be yes cuz im sure u can veiler anything (unless it has been dress'd or cant be targeted by effect , etc)

yes u can vieler, there are only a certain things you cant, example... bujin yamato u cant because he has the option to use his effect in the end phase where vieler states " until the end phase'' so it cant be negated but summons can be vielered stratos monarchs fshy gadgets its all fine and will work
